The Great Hail falls over Rokugan, bringing misery to the Scorpion lands and the River of Gold. An Emerald Magistrate and their deputies brave Winter to assist with disaster relief. They arrive at the Moth clan holding of Hirosaka, where they must rally the locals and deal with opportunists as they find a way into the west bank of the town.
